You also have the option of paying it after you enter the US: https://egov.uscis.gov/processing-times/expect-green-card "You paid the immigrant visa fee AFTER you entered"

I'm assuming you'll get a US number/phone plan after you immigrate, correct?

I can’t remember the form details but we and countless other people have paid the fee online before immigrating without having US phone numbers. You do know you need a separate payment for each family member I presume?

edit: this webpage implies that you do not need a Uscis account to pay the fee as it invites you to set one up after you have paid https://my.uscis.gov/uscis-immigrant-fee/enter-data

So you already paid the fee. The online account is for checking the new IOE numbers you received in regards to GC production. You can set up the online account after you immigrate with a US phone plan.

You don’t need to create a USCIS account.

You can pay the fee online without a USCIS account..

You can check your status using the receipt numbers on https://egov.uscis.gov/casestatus/landing.do without a USCIS account.

You can change your address at the POE on entry and online via AR11 (the form you are supposed to use) https://www.uscis.gov/ar-11 without a USCIS account.
