Where did you read that?  It's completely not true. 

 

If they deny your request to file by DCF, then you have to file it the regular way.  


Being realistic, your circumstances does not warrant a DCF.

You've got it backwards. If you file the regular way (via lockbox/ online). You cannot then ask the consulate if it's possible to DCF (they won't transfer the file from USCIS to the embassy). You have to cancel any pending i-130 and then request DCF

 

If the embassy refuses your request for DCF, you file via lockbox or online and everything proceeds as if you never made the request.

You aren't filing at first for DCF at the consulate but asking for permission to file.  It sounds like you don't meet any of the cases to meet 'exceptional circumstances'.  That acceptance is up to the consulate.  If your request is rejected at the consulate you will simply file at the US lockbox.

August 6, 2021 N-400 submitted by mail

September 7, 2021 I-751 Interview, Sept 8 Approved and Card Being Produced

October 21, 2021 N-400 Biometrics Completed  

November 30,2021  Interview, Approval and Oath

December 10, 2021 US Passport Issued

August 12, 2022 PHL Dual Nationality Re-established & Passport Approved 

April 6,2023 Legally Separated - Oh well
