Hello All,
I have a question about receiving green card after entry with Sb1 Visa. My father entered USA with a sb1 visa

and its been almost 5 months and he has not received his green card yet. At port of entry, my father handed the yellow

envelope package to the airport immigration officer which included his old green card.

The officer told my father a new Green card will be sent to him within 2-3 months and they kept his old green card.
Is USCIS taking too long to issue his green card? Should we wait or get in touch with USCIS?
I tried  to get an appointment online with USCIS but seems they have stopped doing it for USA USCIS offices.
Can I just go to a local USCIS office without an appointment and ask them about my father's green card progress?

Any one have any experience in this area?

I doubt they would talk to a third party anyway, have not seen many SB1's. and do not know the time line.
