I have to say, I don't approve of online marriage when the two parties have not met, especially when it involves young girls from poor countries.  For older people, maybe OK, but in either case, the risks are high for both parties.

 

I don't know if the OP realizes it, but there are thousands if not millions of Filipinas online everyday trying to meet a foreigner.  He did not know about CFO so he may not know this.  Nothing really wrong with that (I met my wife online) but both parties need to have their eyes wide open.  There are total scammers on both sides, and then those who just want out of their current life, and then the real ones.

 

My wife and I have a larger age gap than the OP and his "fiance", but we are older.  My wife was 37 and I was 55 when we met.  We have been around the block a few times.  We have things in common through life experiences.  A 19 year old Filipina is still a naïve young girl and if she is of a typical Filipino background, she may not have even ever had a boyfriend.

 

I use the daughter test.  If the girl was my daughter, would I approve of her flying anywhere in the world to meet a total stranger for the first time?  Absolutely not!  I have 3 daughters and my step-daughter is 17.5.  She is well educated and here in the Philippines we are upper middle class.  There is no way she will be mature enough to talk to potential older foreign boyfriends at age 19.  Not in a rational and safe way.  The OP said his "fiance" is from a middle class background.  Honestly, any middle class parent who would approve of their daughter going overseas to meet a stranger is a really bad parent.  It does matter about her age.  So, what is their motive?

 

Everyone likes to slam CFO but it was set up to protect young girls like this, desperate for a better life.  In the old days, it was mail order brides.  Pick the pretty girl from a catalog.  Then the internet happened, and put these girls online, the nice ones and the not too nice ones.

 

Despite the hole in the Utah Online marriage process, CFO will protect this young Filipina.  Even if they are married online in Utah, he will need to meet her in the Philippines and establish a real relationship before CFO will let her leave the country.  The online marriage will allow him to visit the Philippines.

True on all points. If you look at H2a/b statistics Filipinos have a very high overstay rate in the U.S. This is what led the Trump led Homeland security to restrict that visa class coming from the Philippines. The sad fact is that if you have any kind of ability, intelligence, or ambition it is wasted in the Philippines. I can fully understand why so many would rather be an illegal immigrant in the U.S. than grind out a living in the Philippines. The elite class in the Philippines which includes the generational wealthy families behave in a capricious and malicious way towards their fellow countrymen.

Both? There are three entities.

 

If it is Utah county I am curious why.  I sounder if anyone else reading this from outside the USA is having trouble too. If so that would be a pity for everyone especially tax payers in Utah county.

I have also noticed people who are from Manila area also have disdain for people living in places like Davao City and many parts of Mindanao region
