Some of the records when it was paper based are not complete. I do not know the term used, what is meant by it.

They cannot deny based on that missing piece of information and they would actually have access to it.

File an I 102  Application for Replacement/Initial Nonimmigrant Arrival-Departure Document | USCIS  . We were in the same Boat. Freedom of information request provided very little info and no I94 Number. I 102 solved our problem. My wife was a 24 year overstay

Thank you! Did you applied for I 102 first and then did I-130?

yes we did the 102 first due to the fact that if you have no proof of 94 you cant adjust. Proof is on you
