Can I use the I-407 section of the I-90 to reinstate my surrendered greencard?

Since the above was presumably written by a lawyer, the implication is that you can over turn an I-407. https://law.pacific.edu/sites/default/files/users/user242/seilliere-tuoplr-511.pdf has more and implies that I-407s obtained with coercion can be over turned.

Well the argument that was being used was that the child now of the age of majority did not want to relinquish, I do not know what happened.
