Yeah I don’t think they purposely sit on them - i think it’s more that if they are at a service center that has a backlog, it makes sense to send F3 and F4 to the back of the line. If there’s not much backlog they’ll do them faster. Back when I had my F3 petition, it got approved in a year;  at that time they had been taking about 10 years to get current 

 

edit to add as an example Texas service  center has a 25-32 month timeframe for F4 currently, and Potomac has 21-27 months, whereas Nebraska and California are like a decade or more.

I don’t understand why you are even asking this question? Of course you have to “mention” that, it’s called answering the questions truthfully. And of course they will know anyway and wonder why you are lying if you don’t answer truthfully.

The intention of this question is, that,  if someone comes up saying it will impact parents petition in anyway, then I wouldn't submit the petition for sibling

What you actually asked was “petitioned for parents. Should I mention that?“. That was what I answered.

 

How would it impact? You can sponsor as many people as you are entitled to under law as long as you have the appropriate income.
