if a married applicant submit their own enrty for DV Visa lottery and include their spouse as derivative in the entry, can the spouse submit their own entry as well and include the aforementioned applicant as a derivative?

If this is acceptable, please provide a link to official DoS documentation if possible that says this is allowed.

Yes. Please read the instructions on the official website. The answer to this specific question is stated quite clearly in there.

says the same thing

14. May my spouse and I each submit a separate entry? Yes, each spouse may each submit one entry if each meets the eligibility requirements. If either spouse is selected, the other is entitled to apply as a derivative dependent.

Yes, and is (1) official - as poster requested (2)  clarifies that each spouse needs to be individually eligible and (3) doesn’t lead in with a confusing “yes and no” answer

These unofficial sites lead to all sorts of issues, not sure why you are defending it

Not necessarily about saying the same thing. The link you posted is for one of those websites that prey on unsuspecting applicants and lures them into submitting their entries on their website as against using the official website. The home page of that  website has done a poor job of trying to look like the official entry website, while it charges people for entry submission. Not sure while the moderators on VJ have not deleted the link from this thread/forum.
