last update says visa printed since 2013

Hello everyone.  I will really appreciate your help with this.  I am asking for a friend, this is his story.  So he can't find his lawyer for a long time now, he just thought there were no updates.  He decided to figure out how to check for updates himself online.  So he checked and his last update is on January 31 of 2013!  Last update is that his visa has been printed and will be sent to the DHL of his choice.

He doesn't know what step to take next.  He says he's been calling the USCIS but he doesn't speak english, so he can only go so far.  He asks me if I think he needs a lawyer, but I'm not sure on that.  He applied for immigration through his dad, so I assume it was with an i-130.  Any advice would be much appreciated.

If he received a visa via his father, and it was issued in 2013, then it is expired.  He will need to get his father to apply again.  If he is over 21 or married, it will take 22-24 years.  If he is under 21 and unmarried, it will only take 1-2 years.

 

EDIT:  The above times are for Mexico.  If your friend is from another country, the wait time for over 21 or married is 8 to 19 years (married takes much longer)

HUH? this makes no sense. So back in 2013 your friend had an interview and was approved and never bothered to go get his Visa. Calling USCIS has nothing to do with Visa issue. That's the Embassy that issues. Where he saw this update was on the NVC site on ceac.state.gov.

Well that Visa is expired and gone and so is the I-130 and like @SteveInBostonI130 said Dad will have to start all over and refile.
