and also is it possible that one parent use his visa and come to the US and the other waits

The better option is that at NVC keep one of the petition's for a parent there and contact NVC as necessary every 12 months to avoid the petition being sent back to USCIS.

Curious as to why you see this as better than one parent getting a green card and then filing F2A sponsoring spouse and derivative children on same petition? That avoids having separate petitions for each family member and assures they will be interviewed together. Otherwise the spouse also has ir5 and each child has to have his or her own F2A.

It's a contingency that is still faster than Sibling route in case the parent that Immigrates first unfortunately passes away in the time in between his/her IR-5 issuance and the I-130 for F2A petition approval. I.e. the other parent's IR-5 I-130 would already be at NVC for that contingency option.

Hm, I’d regard that as pure contingency - a backup - rather than a “better” option to pursue.

What I meant by "better" is that I presumed OP meant both get IR-5 visas around the same time but only one immigrate, which isn't recommended since an unused IV would expire. From OP: "is it possible that one parent use his visa and come to the US and the other waits"
