How did CFO get involved in your case?   When did CFO become a requirement for a person to travel outside of the Philippines?

Since recently. It's not just for immigration anymore

Not to be a downer, but if you havent met in person yet, it's going to be very difficult to get her out of the country unless she's had previous international travel experience. She tells Immigration sh'e's going to meet her fiance she has never met, red flags and sirens are going to go off there. So be super-prepared.

To the OP, whats mentioned above is correct and is going to be incredibly tough to get around.  Even if doing the CFO just for her to travel to you in Costa Rica is going to be tough (this was never required in the past for tourism travel and is a recent change).  Thailand is supposed to open up more on November 1st and instead of flying her to the other side of the world, it may be better to try for shorter distances for her.  Even getting her past immigration without ever meeting is going to be tough just to Thailand but your chances might increase slightly.

 

Thailand requirements are a round-trip ticket, PCR test within 72 hours before departure, medical insurance with a minimum of $100K coverage and that covers Covid, certificate of vaccination, booking for hotel quarantine, and applying for certificate of entry (COE).  That will be the easiest country in the SE Asia region.  She will also need cash that would cover her stay.  

 

Hopefully which ever way you decide, everything goes smoothly.

I know what you mean, I told my fiancee the same thing and that there is no way in hell I am sharing that information. I said it sounds like they are using this to collect data on foreign affairs if anything. My fiance will try once more to convince them to take the documents that were listed in the initial letter as we have provided everything that's on the list and this extra is just too much. Might have to wait a year or 2 for borders to open as thats our only option right? This is ridiculous.

Thanks for the tip, I'm glad the Thailand idea is back on the table. Only issue is that it doesn't fix anything in the long run unless borders are fully open for vaxxed people. It might increase chances she gets a visitor visa to Canada which as it stands she has only a 50% chance to get one according to our immigration lawyer. I just wish I had a solution to meet and get married so that we can finally be together permanently. Costa rica with the marriage laws and making it legal in Canada was the most beneficial. Ugh, this is just bad luck.
