Medi-Cal for parent when AoS in process (merged)

I filed AoS for my parent last week. Since the processing time is pretty long, I wanted to explore the option of taking Medi-Cal of California as his insurance.

 

Has anyone applied for and successfully got full medi-cal while their AoS is in process? Does applying for Medi-cal impact the AoS application?

Yes. The I-485 receipt notice would be proof of "An alien who has properly filed an application for lawful permanent resident status" https://www.dhcs.ca.gov/formsandpubs/forms/Forms/mc13.pdf

Thank you so much. I saw that “An alien who has properly filed an application for lawful permanent resident status" comes under PRUCOL alien. What is that? I have never heard of this before today.

What is PRUCOL?

PRUCOL stands for Permanently Residing in the U.S. Under Color Of Law. It is a category used solely for Medi-Cal, not for immigration purposes. An immigrant may claim to be PRUCOL when they have a good faith belief that U.S. Citizenship & Immigration Services (USCIS) knows of their presence in the U.S. and does not intend to deport them. PRUCOL includes immigrants who have applied for legal status and are waiting for a response.

I am applying for Medi Cal for my parent. He has a SSN but does not have his physical card (issued long ago when he was a research scholar here in USA). I tried to get a duplicate SSN card but since he is on B2 visa adjusting status,  they are not ready to issue duplicate SSN card without his Green Card in hand.

 

Medi Cal application asks for SS number and as far as I know if you give your SS number they also need proof of it in physical SSN Card. 

 

How do I apply in such a  situation?

Timeline

Medi-Cal is a Medicaid program and is a means tested benefit.

 

When you sign the I-864, you are guaranteeing that you will reimburse the US Government for means tested benefits that the immigrant would receive.  

You may find the AOS difficult when the potential immigrant is receiving a means tested benefit.

You may want to consult an immigration attorney.

He should still try to use the number. They don't always ask to see the physical card.

Thank you. I spoke to someone inside medi cal system and they said they always ask for physical card for verification. But since there is no way to obtain it and I dont think I can leave the SSN blank too since he has a valid SSN, I hope they accept it and verify this on their own.

Thanks. I read it. In that it says if you are not USC they will accept US immigration documents. And in page 3 under evidence of immigration status they say "We CANNOT accept a receipt showing you 
applied for the document.". Doesnt that mean that if I show I 797 receipt for I 485 along with his foreign issued ID they still wont issue a duplicate SSN card? Or am I missing something 🤔

The next best thing that includes his name, SSN, DOB, etc. is the Numident record: https://secure.ssa.gov/poms.nsf/lnx/0203325025

Numident Record Status Requests

We process requests for Numident records on a first come basis. It can take 30 days or longer to process a request. After waiting the initial 30-day period, a requester may contact us for the status of his or her request. To process a request for status, after the initial 30-day waiting period, use the following steps:

  1. Obtain enough information to locate the request and the name and telephone number of the requester. Advise the requester that someone will contact him or her to provide the status within five business days.
  2. Contact the FOIA Workgroup at (410) 966-4034 and request they contact the requester directly to provide the status. If necessary, leave a message and provide all pertinent information related to the request.
