You are right IF TWIC is obtained it has added TSA implications.....I have been already to a TSA Enrollemnt center but they insisted on my B1 VISA annotation...Twic Letter received.....

Not sure If I can use this option for my TWIC Letter need.........

Emergency usually includes urgent work needs. “Includes” does not mean “only this”. If you follow the links on the site you’ll see the expanded list of example reasons.

Not GE, but TSA PreCheck: https://www.tsa.gov/news/press/releases/2020/07/08/active-twicr-and-hme-holders-can-use-their-credentials-obtain-tsa Also it's limited to TWIC "holders who are U.S. citizens, U.S. nationals or lawful permanent residents." So OP wouldn't get that benefit.

STILL CANNOT GET THE ANNOTATED VISA IN BUENOS AIRES....THE EMERGENCY CASE  THE EMBASSY ISSUGGESTING ITS NOT MY CASE....WERE DO YOU GET THE LIST OF EMERGENCY REASONS ?

Try a different consular post. For example, the embassy in Nassau:

22 CFR 41.101(a) gives you the discretion to permit an applicant who is physically present in your consular district to apply for an NIV outside their resident district.  While 22 CFR 41.101(a) gives consular officers discretionary authority to reject applications by persons who are physically present in but not residents of the consular district, the Department expects that such authority will seldom, if ever, be used.

I updated my previous post. See the 2nd link in that post. It lists the average wait times at each consular post.

 

If you are currently in Argentina then you can use your current B-1 to transit the US on your way to the Bahamas: https://travel.state.gov/content/travel/en/us-visas/other-visa-categories/transit.html

If you already have a valid visitor (B) visa, you may be able to use it to transit the United States.

Thank you for your message,

Still I cannot understand my situation , If I have a current Visa B1B2 for another 7 years....Do I have to re-apply start all over the Visa application again in order to obtain the TWIC Annotation? I cannot find any explanation on any US office site,

I always find the same explanation from 0, not the case if you already have a Visa and need just the anotation
