Lost our passport at Amsterdam Consulate

We were just told by the Amsterdam embassy that they never received my partner's passport which he sent 14th September. Our timetable: interview 10th Aug, medical 24th Aug (as they were closed for several weeks), email requesting his passport 14th Sep, status changed to Application Received 22nd Sep. After waiting we talked to our Senator. He wrote them on 21st Sep and just received this back today 27th Sep - that they were still waiting for my partner's passport. My partner sent normal post to the courier as per instructions and he didn't send registered mail as he was worried the courier would not have a way to sign for it. We don't know if they lost it at the embassy (as its odd they changed our status and touched our file according to CEAC a few times since the email to request the passport).  Anyone had this experience??
