What countries are allowing non-residents to get vaccinated?

Hello, have an issue here that I'm struggling to resolve. My fiancee is in Belarus and they don't have access to Pfizer/Moderna/Janssen. In order to get to Poland for her K1 interview (early next year most likely), she'll need a vaccine approved by the EU, and I'm still not sure what we'll take in order to fly to the US. This is a problem that all former USSR countries (with the exception of Ukraine) are facing right now and we really need help.

 

What countries are currently allowing tourists to get vaccinated, and do not have many entry restrictions? She has a Schengen Visa, but Germany won't allow in unvaccinated Belarusians; my plan was to see if she could get it in Stuttgart but that kinda died after that realization. Thank you kindly in advance. 

 

Edit: I have looked into Dubai, but it appears they discontinued their program, like Serbia did recently. I am not sure if she can get vaccinated in Poland, but if we were somehow able to get a doctor's approval, she'd have to quarantine for 10 days there before attempting it. Though there are no quarantine restrictions on land borders, Belarusians can enter only once per three months with a compelling reason.

Really?  I thought I read that it just had to be a WHO-approved vaccine.

Seems like you might be able to avoid all the headache of looking for the vaccine if it is not available.

 

See the link below. Under the section "Blanket Waivers Applicable to COVID-19 vaccinations:". subsection "Not routinely available"

+1. If the vaccine isn't available in the applicant's home country, the panel physician will use this blanket waiver.

Is this blanket waiver going to be accepted by the airlines to board the planes though? Because I believe that's the problem. This waiver is to obtain the visa and not for the covid vaccination travel restrictions

As an update, the answer to my question is Croatia. My fiancée got vaccinated with J&J (Janssen) there successfully :)

 

I wanted to update this because Belarusian applicants, as well as those in similar positions, may find it useful. Poland, where Belarusians/Russians are currently interviewing, requires an EMU shot *or* a seven-day quarantine. This does NOT include Sputnik nor Sinovac. Poland is also not offering vaccines to non-residents unless they get a note from a doctor, which is very difficult to obtain.

 

While the waiver will get around the medical exam issue, it’s doubtful it will be of any use to get on the plane to the US. That’s why it’s highly recommended to avoid the waiver route if possible. Contrary to prior belief, Dubai and Serbia are no longer giving vaccines to non-residents. The easiest country to now get it in is Croatia, because there’s no quarantine for tourists. If you have some way to avoid quarantine in Germany/Austria/France, it is also possible to get vaccinated there.
