Hi, 

 

On the USCIS Visa Bulletin for Oct 2021, there're two dates listed (in my case, it's for F4 petition):

 

A.  FINAL ACTION DATES FOR FAMILY-SPONSORED PREFERENCE CASES -- 22MAR07

B.  DATES FOR FILING FAMILY-SPONSORED VISA APPLICATIONS  -- 01OCT07

 

Can someone please explain the difference between these two dates... is it that someone with Oct 2007 priority date can start putting together paperwork but won't be able to file until the priority date is set in the above "A" list?  In other words, the "A" is the date when one can file the paperwork and "B" is basically providing you a heads up so u can start putting together your paperwork?
