RFE for marriage certificate not issued by apropriate civil authority

I NEED URGENT HELP!🙏🏻
Hi everyone..we got married in Malaysia in 2019 and we are in CR1/IR1 process and I got an RFE today from USCIS because of marriage certificate, they responded that it did not appear to be from the right civil authority . We have given them the original certificate but it had a stain on the sheet of paper and also we did not give copy of the back of the certificate. Could this be why they gave us an rfe or something else? Also is there any Muslim couples that applied for CR1 or IR1 especially from Malaysia that could advise because there is a different procedure to obtain marriage certificate for muslim and non muslim in Malaysia.I was wondering if i missing a step to certify the certificate because i confirmed this is the original certificate we has been issued by  the Department of Territory Islamic Affairs(Jabatan Agama Islam Wilayah Persekutuan)
