You keep drifting off the crucial stuff. Birth certificates and passports are not crucial here. Final legal adoption date is. If it was before she entered, then step 1 is ok - that on the face of it the entry form is valid. (If you don’t have a judge’s order stating the kids were finally legally adopted before entry date, then the entry is disqualified.) Just to ensure clarity - this needs to be before the date she submitted the original DV entry, not the DS260.

Step 2 would then be where imo  you’d need a lawyer, to determine if the adoptions meet the requirements for an adopted child under US immigration law (including biological parental rights being severed - the children would never be able to sponsor their biological parents for the US as a result - and other things more complex than I know about)
