So I petitioned my step daughter and submitted all the documents to NVC on July 15th we got an email on September 20th stating that they rejected one document. The document was replaced with proper documentation the following day. So I have heard that case get thrown to the back of the line after you resubmit rejected documents, but when I check the date it was submitted it shows it was submitted on July 15th even though it was submitted on September 21st, has anyone gone through this? And will I have to wait another 2 months and a half to hear anything?

Make sure you are looking in the right place, if you re-submitted I believe you will have had to have added the document to the additional documents section at the bottom if it's the AOS section or the  Optional documents section if it's the Civil Documents. You should see the new document marked as submitted with the new date, (scroll down and ensure you check all the sections)

if you're unsure share your screen shot of the CEAC portal (remove any sensitive data).

So the document was the birth certificate and it shows that it was uploaded on July 15th even though we resubmitted the document on September 21st

It looks like it's uploaded correctly I am unsure why the date has not changed; but I have no direct experience re-uploading a rejected document, I believe you would have deleted the original version and the uploaded the new one, the incorrect date may be a quirk of the system. Sorry I can't help further.
