I’ve paid the fees and I’m working on filling out the DS-260. So I’m just wondering how long I have to completed and submit it. Is there a time frame?

Can someone help me? 

I've submitted W-2 for my joint sponsor, but the NVC asking for 1099.

My joint sponsor has a job. He doesn’t own any business.

What should  I do?.

If no 1099 available.. you can say it is not available.  Only W2 is available.  Generally NVC ask for tax transcript if not then tax return along with W2 or 1099.

I mean IDK why they are asking for 1099, when I already submitted

It is a general statement they say w2/1099... if your w2 and tax return has same value, and if you do not have 1099.  You can say that.  Otherwise get tax transcript from IRS to upload
