Hi, we received a RFE today saying "must submit a copy of their birth certificate issued by the appropriate civil
authority in their country of birth. We will only accept a long-form birth certificate which lists at least one
parent."

I was born in USSR, which does not exist anymore, but even in my passport is says that I was born in USSR and not Russia.

We sent the copy of my USSR birth certificate with AOS package, and I also see the scan of it on my USCIS account.

It is the official document and even has the apostile on it, and it has both my parents names.

So, I am confused what exactly they want?

1. Do they want the birth certificate issued by Russia, and not USSR?

2. What happens if we just send them the same copy USSR birth certificate, and they still don't like it? Will they send us another RFE or just drop the case?

Thank you

They do accept USSR birth certificates. When filling out I-485 did you put USSR as the country of birth?

Thank you for your reply.

yes, I did put USSR as my country of birth.

We’ve tried to call to USCIS today, but the woman said she has no information why and suggested us to consult with immigration attorney 🤦‍♀️ Which I don’t think will be helpful

Calling USCIS is usually not very helpful unfortunately. And I would save your money with the immigration attorney.

if you indicated USSR as the country of birth then I think you should send them the same copy of your BC. I have seen filers from my July 2021 group get RFEs for documents already submitted and they can see them scanned in their accounts.

@powerpuff or you were born after 1991? I was born in 1988.

I was born after 1991. I just read in other threads that if it says USSR in BC then you should put it as country of birth.

@powerpuff oh I just checked my birth certificate and it says place of birth Kyrgyz SSR. So I think Im fine. Didn't get any rfe yet.

That’s good, I don’t think it’ll be an issue then 👍

How are they able to see the scanned documents in their files?  I am looking on my uscis account and I do not see where I can see the scanned documents.

If your case number starts with IOE, you'll see everything online, including notices they send you, under the tab "Documents". This is only available for those who were given IOE receipt numbers (electronic filing).

Thanks,  I see it now.   Is there a reason why I am not seeing my tax and income verification documents in the scanned files?   I submitted check stubs, tax forms and bank statements to verify my income but I do not see them on there.  I got an RFE stating they are not eligible to determine my ability to meet income qualifications.
