The Utah Zoom marriage could take place while you are both together in PI.  You would be legally married in the state of Utah.  Then, you would file an I-130 for your spouse and an I-130 for the Daughter......that begins the spousal visa process.

In this particular case, that is hands down the best option.  It checks all the boxes and solves all of the problems.  There could not possibly be another course of action that would get them all to the US any sooner.  K-1 should absolutely not be considered at Manila at this point due to the backlog.

The Form I-130 petitions can be filed online: https://www.uscis.gov/i-130 it's the blue "File Online" button

You'll file two of those petitions since you mentioned that her daughter is also immigrating. How old would her daughter be when you marry your girlfriend?

For your (then) spouse's petition you'll also upload a I-130A spouse supplement when prompted:

Supplemental Information for Spouse Beneficiary (I-130A)

If you are filing for your spouse, he or she must complete and sign Supplemental Information for Spouse Beneficiary (I-130A). If your spouse is overseas, the I-130A must still be completed, but your spouse does not have to sign the I-130A.
