Is F2A not a priority at all at USEM?

Looking at the IV issuance statistics for the US embassy in Manila, I'm surprised to see how little immigrant visas are being processed for the F2A preference when compared to other non-immediate family categories like F2B, F3 and F4. One would think that given F2A being prone to age-outs as well as being more "immediate" in family terms and nature than F2B, F3, and F4 that USEM would prioritize F2A above the other F categories.

 

What am I missing here?

 

Or is this just a function of the math-  i.e. the number of F2A petitions are probably a drop in the bucket compared to the sheer volume of F2B + F3 + F4 and that USEM just playing catchup and working IV's on a first in first out basis

7/12/19: Walk-in biometrics completed

7/31/19: Combo EAD/ AP mailed  (8/8: I-485 Interview Ready to be scheduled)

8/26/19: I-130 Approved (12/10/19: I-485 Interview scheduled)

1/28/20: Interview at Greer SC FO

2/6/20: I-485 approved, Green Card Ordered (2/10: Green Card Produced and Mailed)
