Well, many people get comped to attend events like that. It's very normal to want to get interesting people to attend who couldn't afford to pay, or frankly don't need to pay money -- their currency is their cachet. Do you think Beyoncé pays? Kim K? No. They are invited because their presence attracts the people who aren't names but want to attend and rub shoulders with the rich/powerful/famous. Those people pay. It's just how these things work.

 

As for masks, the red carpet was outside (with tenting) and everyone who attended was fully vaccinated. That's why Nicki Minaj refused to attend -- she has not been vaccinated because she needs to "do the research." (I can only imagine Nicki Minaj's in depth COVID research....) I went to an Emmys event last week with my sister which ran along similar lines. Everyone had to show proof of vaccination to enter (NO exceptions), the event was entirely outside, and there were a limited number of people allowed to attend. There was plenty of seating and tables to mingle, but instead of large seating areas or tables, the banquettes could only fit two people, and the tables were small so that only four or five people could cluster around them. There were also about three or four bars instead of one or two so no crowding to get drinks. All the food was passed, except for one small station with these delicious Korean fried chicken sliders. It felt safe and sensible, and also very fun (even if my Jimmy Choos tore my feet up, not sufficiently worn in). 

 

An event with unmasked, fully vaccinated people will entail some risk, sure. But when planned sensibly, the risk of transmission is low, and serious illness/hospitalization/death even lower.
