K1 US dog entry ban

Has anyone had any luck dealing with the CDC to get a permit to bring a dog over for a K1 applicant? Our application is with the consulate and we are very close to scheduling an interview. I'm trying to figure out how to get my fiancée's 3 dogs here from a "high risk country" but the CDC's rules seemingly don't cover K1 visa-holders. The exception to the ban is only open to citizens or legal permanent residents. I think that this is an inadvertent mistake because why would a marriage-based CR1 (legal permanent resident) be allowed to bring a dog but not a fiancée-based K1 (non-immigrant visa)? I've reached out to the CDC by phone and e-mail without much luck. Does anyone have any experience with this?

You have just about the right amount of dogs allowed to be imported. You cannot try to import more than 3.

 

The US citizen should apply naming the beneficiary as the permit holder for each dog. You will need a copy of the visa with the applications, you cannot apply without it.

Make sure you provide them with the following:

- Proof of unexpired rabies vaccination

- A certificate of good health from the dogs’ vet

- Rabies titers done at least 3 months before planned entry in the US. You should already have these so once the visa is obtained, you can apply. 
 

ETA: I have a K1, applied for and received the permit.

Unfortunately, I also don't qualify as petitioner under my reading of the rules. It's either for a permanent relocation or, on a temporary basis, they are allowing dogs to come back to the US if they traveled outside of the US before July 14 and have a registered USDA Export Health Certificate. There are a few other reasons, but I don't think I can get all three registered as service dogs, etc.

We are working to meet all of the above technical requirements. My reading of the rules is that she cannot apply because she will neither be a citizen nor LPR with a K1, and I cannot apply because I am not permanently relocating to the US. I would be overjoyed if my reading of the rules was stricter than the CDCs.

I added something to my text right before you replied. But my fiancé and I applied with a K1 and it was approved.

I don’t know if this helped us but I asked my vet to declare both me and my fiancé as owners of the dog on the rabies certificate. My fiancé is also named as owner in the dog’s passport.

Awesome, thank you so much! My fiancée did the same - we're both listed as owners on the certificates. So I will apply and name her as the permit holder.

You’re welcome!

They approved us in 2 weeks btw. Maybe because you have 3 dogs, it might take a bit longer, but I don’t think they’ll take the full 6 weeks.

Did you get the rabies serology done at one of the CDC's  listed labs?

 

We couldn't find any clinics to send out the specimens to any of the CDCs listed clinics so I ended up flying out and picking up our dog before the ban went in place.

Maybe join the large class-action lawsuit that's been organized on behalf of K-1 K-9s?  They will need unexpired 10 year dog passports also.

Following along as I am in the same boat. Will be interviewing in the next month or so I hope and have one family pet to bring to the US

I got the serology done as soon as our petition got approved. My vet is used to sending dogs abroad so they knew which lab were certified for international dog transportation. They took the sample and shipped it to a country with a certified lab.

I’d advise to just get the titers done now so you’re not delayed more once you have your visa.
