Can I still file 90 days early?

A greencard holder can generally stay outside the US for up to 1 year. If you plan on staying outside the US for more than a year, you should apply for a re-entry permit to make sure you don't lose your permanent resident status.

Thanks for the reply. Let me try to clarify my question about N-400 application:

 

So moved from PA to AL, didn't get out of US at all. Regarding this rule:

"you have to have been a resident of your current "service district" for at least 3 months before filing the N-400"

 

1- I couldn't find in USCIS website. Where does it actually say?

 

2- When they start counting 3months. Do you need to prove you have been living in new state for 3months(example: drivers license, bills etc to prove residency)

Or do they go by what you tell them in application?

02/21/2018: Priority Date, AOS from F1

02/25/2018: 4 NOA's received in Mail (I-130, I-131, I-485 and I-765)

03/12/2018: Biometrics Appointment

03/25/2018: Courtesy letter for I-693, Medical Exam was outdated.

05/22/2018: InfoPass Appointment. Created SR request to expedite for I-765.
06/05/2018: Expedite request was accepted. Received Combo EAD
02/07/2019: Received Conditional GC
12/10/2020: Applied for Removal of GC conditions
01/19/2021: NOA received. PR status has extended for 18 more months!

05/28/2021: Biometrics Waiver letter received

They go by what you fill out in the application but you may asked at the interview. If the IO isn't convinced you were living in that district for 3 months before filing N400, you could be denied. So you would be wasting time and money both.

If you are filing N400, i'd assume reading its instructions is a good idea. It's literally on the first page under Eligibility.

From my understanding they go by the date you put in your application, but they can probably ask for proof as well, of course (bills etc). 

 

The 3 month rule is mentioned "everywhere" on USCIS' website, so not sure how you missed it. It's even in the actual instructions for the N-400, everyone should read them before filing.
