Submit Police Certificate at Embassy instead of NVC

Is it possible to submit the police certificate at the embassy rather than during the NVC process?

The NVC is requesting a police certificate from Peru. However, my partner is currently visiting me in the US. Peru states he has to be present in person in order to request the police certificate and cannot do so while he is visiting in the US.

Would there be an issue if we submit in writing this issue, with the hopes of getting the police certificate during the US embassy interview?

Contact the peruvian embassy in D.C. maybe they can issue one for him in the U.S.

NVC won't accept that.

You could upload a signed statement in place of police report mentioning the reason and that it would be brought at the interview. NVC may be ok with it, if not it will ask for it again.

We requested the police certificate online, did translation and uploaded it to NVC

Pay S/17 at Banco de la Nacion  (pagalo.pe) and get receipt number.

Request certificate  (policia.gob.pe/home/CerapOnLine)

If they ask for it again, would I have to restart the NVC process and pay the additional fees?

No, they would send you a notice through ceac with an RFE asking you to submit it again.
