CR1 processing time/Potomac

Our PD is Aug 10, 2021. Originally on our NOA1 it stated we are at Texas service center, but a find suggested to email to USCIS to check if its correct, and we just got their reply that we are in Potomac. Its kinda depressing because the official processing time in there is 13 to 16.5 months. I just wanted to know is it really as bad as its written - or usually its actually much shorter? I read some cases about people's I130 being approved like within several months, wonder does it ever happen in Potomac? Its really frustrating and confusing how does it all work. I know that we need to wait patiently like everyone says... but just wanna see if there are chances we might be approved earlier than after 13 months...
