Transfer of K1 to local office, is this normal?

Timeline

We received our NOA1 last Jan. 23, 2007. Then March 15, we got a notice that the K1 was being transferred to Honolulu local office. Since then, we haven't heard anything. Has anyone been thru something similar? Our online status has zero touches and we have no idea what's happening. We've asked several lawyers and they say it's not usually done this way. We've contacted Sen. Inouye's office but all they could tell us was the files were indeed in the local office. That's it.

We submitted a K1 together with a waiver for Imbra based on a previous approved petition. Could this be a reason for it? What usually happens at the local office? Background check (fbi, etc)? My fiance has never committed a crime and his previous k1 was immediately cancelled upon receipt of NOA2.

Any input would help. We've been waiting for quite sometime and no1 can seem to help or tell us what's going on..thank you!!
