Irish Gov website says US not issuing new green cards?

To begin, I obviously know the Irish government is not the American government. However, it still is my government and where I am emigrating from. The Department of Foreign Affairs website says the follow:

 

While existing Permanent Resident Cards (often called ‘Green Cards’) remain valid, US authorities are not currently issuing new Green Cards or renewing them. Existing visas remain valid as long as the holder remains within the US. Current visa holders based in the US wishing to travel to Ireland or any other country covered by the Presidential Proclamation are strongly advised to check before they travel as to whether they would need an exception to re-enter the US. The US authorities only consider applications for these once you have left the US, so applying before travel is not possible.

I've just completed my medical and interview for my Spousal Visa but have not been contacted again by the embassy. What does this mean for me? Is there truth to this? Will this delay them in sending the packet? Will it stop me from getting through the airport? I've already visited the US since Covid under the presidential proclamation exception for spouses so surely I can enter with my new residency?

 

Please help. I'm stressing like crazy over this.
