K1 - Canadian case stuck at NVC?

Hello, we applied for a K1 visa in September 2020 and it was approved and sent to the NVC in June. I am from Canada and my fiancee is from California. We haven't heard anything from the NVC at all. We called back in July and got the case number but we haven't had any form of communication from them NVC and can't log into CEAC as we have no invoice number. When we search up the case number on the NVC site, it simply says "AT NVC". Are we missing anything? I read we're suppose to pay fees and submit documents to NVC but we can't log into the CEAC system to do so as we have no invoice number. Should we call and request our invoice number?

Not necessary. You do not pay anything or submit anything to NVC and there’s no communication from NVC until the consulate requests your file from NVC
 

You simply wait until Montreal requests your file transfer from NVC. They’re really backed up, according to other people’s timelines, people who were approved in January 2021 are only now having their files transferred from NVC to Montreal. 
 

You should really fill out your profile and timeline so you can see other people with similar timelines going through Montreal consulate.

You probably need to wait around 6 months more.  According to the Montreal K1 tracker cited by the folks over at the Canada regional forum, current wait time from I-129F NOA2 (petition approval) to visa interview is around 8 months -- https://docs.google.com/spreadsheets/d/1yXsBaODEcERCnBkkVhTklmw1LrFVkY9dE6z2Q5D2kCc/edit?fbclid=IwAR2y6wgSsyW0DjDRDar0yqH8FCHNhfWPeSX7HyJCSuCRGjkAfvquzrZSrKo#gid=1154446973
