I've got to tell you a story a patient told me years ago.  He was from Indiana and had some rental property.  

 

From time to time renters would fall behind in their rent.  He told me he had a "secret" switch installed in the power line to the stove.  When the rent was getting too far behind he would go and cut off the power to the stove.  (Illegal has heck)  When the renter would complain that the stove didn't work he would tell them he would love to call the repair man but because the rent was so far behind he couldn't afford it.

Gotta love how the CDC can simply throw out contract law.  It is even questionable if Congress and the President can pass a constitutional law for this issue.
