No, the beneficiary's country does not affect the NOA 2 timeframe. As per USCIS, the current prcessing timeframe is 15 months for 80% of the monthly case.

Mar_ia, that seems quite doubtful.  For example a simple timeline search here shows Ukraine and Russia had dramatic accelerations (in some cases as short as 1-2 months.  I have also seen that generally (also based on timrline searches) that some asian countries seem to have longer time stretches as compared with others.

 

In my scans, I see 10s of cases still untouched going all the way back to May and 20s of cases in July to mid August.

 

Not sure what else other than "regionality" might determine if a case does or does not get taken from the "Case was received" to something more active (even RFE)

Sorry to say that based on my debug scan today, you are on the tail end of where USCIS seems to be processing.
I would suggest you be ready to submit an out of processing time request the first day you are permitted to

Hopefully it comes through for you sometime soon ...

You will see a speed spike of Ukraine and Russia petitions because they can claim for humanitarian reasons due to war. In fact if I am not mistaken the US government made a statement that they will prioritize those who are affected in the war zone areas.

 

I also belong to a group of July and August filers and the approvals are really "scattered."

No,  the country does not impact the I-129F. The I-129F is for the US sponsor, not the foreign beneficiary. Yes, Ukraine filers have been expedited. That is why those are getting done faster. The I-129F ensures that the US sponsor is actually eligible to file a K1, it doesn't really have anything to do with the beneficiary at this step.

Snooze fest! They didn't even touch my group AND had the nerve to extend wait times to 15.5 months. Yesterday sucked!

Timeline

I submitted an inquiry to NVC last week (NOA2 10/21). Yesterday they got back to me that they "recently" received my case. I wish they could specify the exact date it was received so I can predict processing based on their timeline.
