I-140 Reaffirmed, Case sent to NVC for Visa Processing, Baby Born

My immigrant visa category is EB3. 
Initial I-140 approval : October 2018.
Consular Processing Visa Interview (I and my wife)March 2019. 
221(g) on our visa interview and case returned to USCIS for further processing. 
Received NOIR and responded on Feb 2020.
Through congressmen's help, I-140 was reaffirmed on August 20,  2021.
We had a baby in July 2021. 
Currently, Need assistance in adding our baby's information to the NVC before getting a VISA interview. 
Do we need to make the payment and resubmit the documents again?

Do we get contacted from NVC before our case is transferred to the consulate ?
