Timeline

Hello friends, my friend has a parent who came into the US as a visitor back in the 90's. He is a US citizen through his current wife now. He has been married to his wife for 12 years.  He has 2 children from previous marriage that are adults now and are married and have children of their own, can he file for them to come to the US even though he didn't claim them when he entered the US back then? How would he file for them and what would he need to file for them?  I told her I don't think so but would appreciate your responses please. Thank you for your time.
