F2B Guangzhou 221G submit resume and passport returned

I took interview at August 17th 2021 Guangzhou consulate. The VO asked something about my current ocupation and the plan work in US. She asked me a resume but I did not prepare it.

So she finally gave me a 221g sheet with a attached form that lets me prepare a resume and submit to a Email address and also retured my passport and said that submit passport after sending the resume.

I can not understand that I wait for the interview for almost 8 years and I have a B1/B2 visa before why they do the Administrative process for me. It is rare for the family based immigration to get the AP.

I am master degree and major in computer science. I do not know whether this is the key reason.

Immigration process not always make a lot of sense. You just need to do what they ask for and wait. Remember that visa are not a right, so like any other person you are in the line and need to be approved.

Having a previous B1/B2 or a master degree is great but is not a guarantee of approval.

AP for family base is more normal than you think.

Just be patient and wait for the final decision

🤞 good luck

Actually this is not the first F2B case I have heard of like this. What kind of work have you been doing until now since finishing your degrees? Maybe the CO wants to reconcile that. For F2B some of the COs want to ensure that you have a good work history /to show thay you will work in the US, for public charge reasons.  The ones I recall, are more of an issue where the applicant has been unemployed or does not have a reasonable work history for their age. It does seem a little strange that they are asking when you seem to have good qualifications, but you don’t really have a choice but to just submit what they ask you.

The waiting 8 years is because that is how long it takes for the priority date to get current/interview available, they have not been working on your case for 8 years. Criteria for a B visa are different to those for an immigrant visa. So these factors are not relevant to the request you got.

In which occupation do you intend to work in the US.

I wrote computer science. But what I exactly want to do is software programer. I think CS contains that. Is this the matter?

While it shouldn't  have mattered, but the fact that you mentioned you want to work in CS (skilled occupation) field, the CO probably wanted to see your resume. Providing the resume should seal the deal.

Definitely not because of the discrepancy between CS and software engineering. Don't worry about it.

For student visa or work visa I have seen degree related issues. Sometimes the type of degree or job is sensitive - like certain countries and wanting to learn nuclear technology.

Did you work as a programmer for the Chinese government?

Certain science and technology backgrounds or working for certain employers could make them reluctant to let you live or work in the US.

May lead to more prolonged background checks, I think is what you mean. For a family based visa they cannot refuse because they are “reluctant”, they would need a valid reason.

I never worked for Chinese goverment. Maybe it is my answer at the interview that make the CO suspect me.

CO:  who do you want to live with when you were in the US?

Me: I will live with my Aunt because my parents live in an apartment for over 60 years old people.

CO:  what's your aunt's occupation?

Me: A professor worked in University of Rochester. But I do not know her major.

Myabe these questions and answers make the CO suspect me to stole some sensitive technology from the US.

Background/security checks, obviously.  It's China, and you are in a sensitive occupation for US security.   There is no way round it, you just have to wait and see if they ask for anything else.

Its strange that CO asked for a resume in Family based category interview. Never heard before 🤨

Not that strange.  The Public Charge inadmissibility applies to all immigrant categories.
