NVC Approved All Documents - Waiting on Manila Interview

Timeline

1) Does anybody know about how long it takes for the NVC to schedule an interview in the Manila Embassy for the F22 visa category (children of permanent residents)? Our documents were all approved over one month ago. 

2) When an appointment date is scheduled, how far out can we push it back? Ideally, we would like to attend the interview in April or May of next year. 

3) Can I, the husband of the petitioner, attend the interview for the children, or only the biological mother (my wife)?

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Don't know for sure. We got an email a couple weeks ago, asking us to remain patient. We've been DQ-'ed since 21-Oct-2020. I'd guess you won't have to worry about pushing the date back. As for attending the interview, I'd imagine that would be up to Covid regulations. Good luck.

Do you know what documentation I would need to bring to accompany the children to the interview? I need some kind of proof of legal guardianship. I read that I would need an affidavit and a special power of attorney from my wife. Do you know where I could find those documents?

It's been awhile since I had gotten a Power of Attorney, but I believe I got that from the Consulate in Chicago.  After that it seems like marriage and birth certificates should get it done,  but I'm not a 100% on that, either. If it's me, I'd say, after you've gotten that far, play it safe and let your wife go or join you there. I'm not even sure they'd let the kids travel with you, not being a biological parent or relative.

 

Sorry, that's not great information, but it's the best I can do.  Hopefully someone more experienced comes along. Good luck.

Expect many months more of waiting.  Your case has just recently been DQ-ed.  There's about a year's worth of F2A cases ahead of yours in line for interview at the embassy in Manila.

Only 1 guardian is allowed to accompany minors for interview.  So if your wife will not attend, you may attend the interview as your step-children's guardian.  That is, assuming you can travel to the Philippines.  Are you a Filipino?  If not, do you have a visa?

 

Note that the accompanying guardian does not have to be a parent of the applicant(s).  Any guardian authorized by a parent may accompany the children at their visa interview.

No specific form nor format.  A notarized letter from either parent should be sufficient.

we just heard back from the Embassy in NYC. they have no appointments available for notarizations. However, they said we could get a document apostilled in our home state (Vermont) so that it may be used in the Philippines. 

so do I need to first get the document notarized in the state of Vermont and then get it apostilled?

No need to get the letter notarized at a Philippine consulate.  Ask a local notary to do it.  Some US banks have notary services too.  The US embassy will be fine with any notary.

 

Also no requirement for apostille.  Don't waste time and effort for it.  Don't believe the PH consulate's claims.  They have no clue about what the US embassy actually requires.
