Certified copy of birth certificate?

Timeline

My father in law had his citizenship interview in orlando, FL today and he has cleared the exam. He has been told to mail “submit a certified copy of your birth certificate” before they finazle the process

now, the thing is that he never had his birth certificate. He has always submitted “affidavit of birth”. So is that he will be sumbitting? What is an exactly certified copy?

Yes but provide the original Affidavits of Births and any other documentation he has mentioning bis birthdate, location, and parent's name. Don't worry about the certified copy if he doesn't have BC at all.

2015-09-23: NVC received file

2015-10-05: NVC assigned Case number, Invoice ID & Beneficiary ID

2016-06-30: DS-261 completed, AOS Fee Paid, WL received

2016-07-06: DS-260 Submitted

2016-07-07: AOS and IV Package mailed

2016-07-08: NVC Scan

Noone cared about registrations (birth, marriage, death) or getting certificates in those times in South Asian countries (may be in other developing countries as well). I had my birth registered and BC issued when I needed it for my AOS, 30 years after my birth and I am still 2 decades away from being an in-law. That's what it was back then.

He was born in india as pakistan didn’t exist back then. He moved to pakistan in his early childhood . So, i guess that he will be submitting affidavit of birth

If born in India pre-1970, a birth certificate is not required per the DOS website:
