I am waiting on my 10 year green card, but with the covid delays it is taking a long time. I've only had my biometrics appointment so far in a year since I filed my application.

I am able to apply for citizenship in a month as I have will have been here for 3 years and I am the spouse of a us citizen. I have a temporary I551 stamp whilst my new green card is pending, will I be able to use a copy of that for my application or do I have to wait for my new green card first?

Yes, that plus your copy of NOA-1 for gc renewal should be enough.

There is no reason to wait.  File when you become eligible.
