they asked me  to bring my albanian Police certificate  wich os different  country  and i studied there  and they asked me yo bring that  after interview , seems they god  albanian police  certificate  befor  CEAC reviewing our AOS and tax transcript  ,  i also confused how is posible to print visas befor all documents is accepted by NVC (CEAC)

Once your case is handed to consulate, NVC had nothing to do with new uploaded documents. All uploaded documents go to consulate directly without any wait time.

and how consulate asked from me new i-864 and tax transcript and police certificate from albania (diff country) if they dont need it and dont need to review it ?

 

Edit : maybe consulate has reviewed it im not sure , but in CEAC showing " submited" insead of " accepted"

Once case is handed to consulate, the role of NVC is over. That does not mean no further information is required. Consulate may ask you as many additional information they want to process your visa.
