Hello - my lawyer submitted my paper form/application for N-400, but for some reason, I got a receipt number starting with IOE. I thought IOE is only assigned to the forms submitted online.

Is this an error and should I be worried about it? Is this something that might delay my application?

I submitted 2 paper cases and also got an IOE case number. They have both been approved and I have received the info from NVC for one and the other has been sent to the NVC but I haven't received a confirmation email from NVC on the second case. Don't worry.

Paper applications are converted into electronic copy via bar code on each page of the application forms. Thus paper applications get receipt number that starts with IOE. They move the application package to different agencies/lockboxes electronically to facilitate the processing. That’s why sending immigration online applications are much faster as opposed to paper applications. So don’t worry if your receipt starts with IOE.

Yes, you've made me think. I'm going to go through my records, as I seem to remember the attorney even gave me a tracking number for the package he sent.

It would be interesting to hear of some other data points on this though. (I filed June 2019 FYI, and due to take Oath next week).

No actually my attorney also submited paper and i personally track the package and Receipt came with IOE and online access code. So i think it is normal. I am not sure this improve chances of faster application or not.

Honestly, I think your attorney took whatever you gave him/ her and transferred it online. I really do not understand how you get IOE yet you paper filed.

Even by Googling, IOE means "electronic."

I may be wrong and will stand corrected by other experienced members. But I doubt if I am wrong. I just went through N400 AND oathed August 14th. I submitted online July 2020.

I filed but paper form on  Nov 16 , 2021  case  IOE  and I my  biometric was reused , is not only online filer
