Certified birth certificate translation?

Hi all,

At my wife's visa interview, the consular officials in Guangzhou accepted a self-translated translation for her birth certificate (she's a third country national, so no notarized Chinese document could be used). Now that she's returned home and mailed them her passport, however, they seem to have changed their mind and sent a request for "an original notarized/ certified copy of Birth Certificate with certified translation." Anyone have any idea if the birth certificate itself is supposed to be notarized or certified somehow? I would imagine being an original copy of a government issued document from her country would be enough, and I'm not sure how you'd notarize something like that. Secondly, does anybody know what they require for a certified translation? Previously we'd submitted a marriage certificate with a translation from a private company and printed signed letter attesting to its accuracy, which was approved, but also a personally translated birth certificate translation with a signed letter attesting to its accuracy, which has now been denied. Would a translation and copy of a signed letter of accuracy be enough for the consulate?

Nobody's asking you to notarize or certify the original BC. You need to send the original of the copy that's notarized/certified not a copy of it.

Regarding the translation, at this time do it from an agency even though personally translated and certified one should work.
