Maybe you've seen already but anyway. One person with F2A was able to transfer their case to Kazakhstan - https://www.visajourney.com/timeline/profile.php?id=343357.
Also you can look visa issuance statistics here - https://travel.state.gov/content/travel/en/legal/visa-law0/visa-statistics/immigrant-visa-statistics/monthly-immigrant-visa-issuances.html.
In July there were 2 F2A issued for Russia but neither Moscow nor Warsaw issued them so probably people managed to transfer case or they lived in another country.

Thanks for letting me know, yes I have noticed that case, that was really quick, not sure if it was expedited. Our case has been transferred to Warsaw from June, but still got no update for the interview.

So let me get this straight. We have my step son case a a IR-2. PD and DQ are both before this persons. We contact multi embassies and it ignore us or pound sand.

I thought IR-2 case are more of a priority then F2A. We could have done this and be better off.
