No. OP cannot currently (nor previously) file I-130 for parent because OP is a LPR.

 

But after OP naturalizes then the I-130 can be filed.

Check her I-94 record: https://i94.cbp.dhs.gov/I94/#/recent-search Her B-2 status most likely ended way before 2021 assuming an Extension of Status (EOS) was not filed and approved.

I-130 and I-864 are filled-out by the US citizen, and the rest of the forms are filled-out by the immigrant. In general, send the following four packets (*note that I-765 and I-131 packets are optional, but highly recommended) in the same envelope to the Chicago Lockbox:

  • I-130 with copy of your naturalization certificate, copy of your birth certificate, filing fees, etc.;
  • I-485 with I-864 and supporting documents, electronic I-94 copy, filing fees, etc.;
  • I-765 with electronic I-94 copy, etc.; and
  • I-131 with electronic I-94 copy, etc.

On the I-130 packet, I-130 payment method (check, money order, or Form G-1450) must be the very first item of this packet.

Timing of the Submission of the Medical Examination Report

Applicants may submit the Form I-693 medical examination report to USCIS:

  • Concurrently with the immigration benefit application; or

  • At any time after filing the immigration benefit application but before USCIS finalizes adjudication of that application. If not submitted simultaneously with the immigration benefit application, applicants may bring the medical examination report to an interview or wait until USCIS issues an RFE requesting the medical examination report.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Hello everyone,

So, I followed all of your advice and submitted my packet a couple weeks ago. Today, while checking my mail, I found that USCIS rejected and returned all my documents with the below reason for each form (I-797C) : 

Your G-1450, authorization for a credit card transaction is invalid due to incomplete information and/or the credit card information you supplied was denied

 

USCIS Is asking me to resend everything with the proper payment. 

 

I have submitted two G–1450 forms, one for I-485 with $1225 fee and one for the I-130 with $535 fee. I am pretty sure that I have checked about 10 times all the credit card information and address.

I called my bank to check,  they said there were no denied transaction on my account or anything like on their side. I am very disappointed about this.

 

My question is : Should I send personal checks this time instead? Could you please confirm the fees?

 

Also, I noticed that the issued a new Medical examination form where they added a new section for COVID-19 vaccine. At the time of my submission, the civil surgeon filled out the old version and included a photocopy of the vaccination card. Should I have my civil surgeon fill out the new version of  I-693?

If she is aged 14-78 then it's correct: https://www.uscis.gov/feecalculator But if she's aged 79 or older then it's a bit less.

When did the Civil Surgeon sign the medical? Also, a reminder that the medical cannot be older than 60 days when you resubmit it:

  • https://www.uscis.gov/policy-manual/volume-8-part-b-chapter-4 "The civil surgeon signs Form I-693 no more than 60 days before the applicant files the underlying benefit application with USCIS"
  • https://www.uscis.gov/i-693 "Medical examinations signed by the civil surgeon Oct. 1, 2021, or later must use the 09/13/21 edition. We will continue to accept prior editions for medical examinations signed by the civil surgeon before Oct. 1, 2021. You can find the edition date at the bottom of the page on the form and instructions."

In order to use the existing medical it must arrive at the Chicago Lockbox on or before 11/20. See 8 C.F.R. 103.2(a)(7)(i): "USCIS will consider a benefit request received and will record the receipt date as of the actual date of receipt at the location designated for filing such benefit request whether electronically or in paper format."

Curious, after you last filed, how long did it take for i-797 NOA to be received? 
Did you get any texts or emails about the case after filing? 

I filed last week for my parents, bank shows the CC was charged for all fees, but have not received any texts/emails/i-797

@bobarola I did not receive no text no emails didn’t got charged either. 

Today, as a matter of fact, (after 3 weeks) I checked my mail. I found my application got returned to me for the second time!! The Reason is the same as last time “ The payment amount is incorrect or has not been provided”

 

I submitted two personal checks Because the credit card form did not work last time. There was enough fun in my checking account .

 

$535 for the I- 130

$1252 for the I–485

 

can anyone help me. I’m starting to get tired of this process. Thank you.

Isn't the I-485 supposed to be $1225?
