Where to apply for B1/2?in country of citizenship or where you currentl live?

Hello everyone 

my brother wants to apply for a visitors visa,he currently lives and works in Germany but holds citizenship and passport from Bosnia,should he apply is Bosnia or Germany for his B1/2 visa?he already applied once in Bosnia before going to Germany he was approved but this was years ago and since then it expired

Either would be fine, but generally it is easier to show proof of ties if you interview in the country where you actually live.

I agree, I would apply in the country one is currently living in.

Of course, you and he understand the current Schengen ban issues I presume? If he is working in Germany not sure if he will have time to add two weeks vacation elsewhere to be able to visit the US, but no harm applying now to have the visa to use for some indefinite future travel plan once the ban is lifted either.

Also, not all US consulates are doing B visa interviews.

Indeed. Frankfurt and Munich are doing emergency appointments only at present  - not sure if there are other consulates in Germany. Sarajevo is also only doing emergency appointments currently.
