Wife and step-daughter’s I-130’s were assigned to different service centers. Normal?

I filed an I-130 for my wife and her daughter in late-April 2021. They were independent applications and were filed and paid the same day. My wife’s was assigned to NSC and my step-daughter’s to PSC. Given the approval estimates I’m seeing, there will be a big difference in the approval dates. 
 

Our marriage occurred prior to the daughter’s 18th birthday. She is currently 18. Our consulate will be Kyiv Ukraine if that matters to you.
 

1. Is it normal for two related I-130s to be assigned to different service centers?

2. Is the 21 year old limit for the daughter related to the I-130 file date or it’s approval date?

Yes, it's normal.

If you are a US citizen then it's based on I-130 filing date. https://www.uscis.gov/green-card/green-card-processes-and-procedures/child-status-protection-act-cspa

CSPA for Immediate Relatives

If you are an immediate relative, a VAWA self-petitioning abused spouse or child of a U.S. citizen, or a derivative child of a VAWA self-petitioning abused spouse or child of a U.S. citizen, your age is frozen on the date the Form I-130 or Form I-360 is filed. If you were under the age of 21 at the time the petition was filed, you are eligible for CSPA and will not age out. However, you must remain unmarried in order to qualify.
