Typically 2 to 4 weeks after acceptance by the consulate.   However,  each consulate has there own local process, so your actual experience may vary.

We transferred our case (Moscow to Bogota.) We contacted the embassy directly. They did not ask for any proof of permanent residency and our case # changed from MOS to BGT almost immediately. That being said, the embassy in Moscow is for all intents and purposes shut down so maybe they were more lenient.
