That is not certain.  I know of several cases where CBP just said “welcome home” and maybe stamped the passport, despite absences of several years.

I believe the  SB-1 exists to shift the burden of prove that’s all. Even if the LPR has an SB-1, CBP isn’t compelled  to accept the alien as a returning resident.  It apparently increases the odds, but there is no certainty.  
 

Let’s say the SB-1 is denied.  Would you advise OP’s parents to file I-407 or board the plane?

Yes, like they do each and every time an LPR enters the USA.

Lotsof people are having issues getting appointments, just need to keep trying.

I am on the same boat. My mother in Bangladesh more than one year with unexpired green card but without any re-entry permit. I am thinking to get her on the flight with me but 

I am concerned about immigration check by Bangladesh Authority on exit and the Airlines authority on letting he to board the plane. I know it would not be issue with CBP in USA but worried about the first two.

Anybody has this experience, please share
