We are considering a trip to a third country. That is, not the US and not, in this case, the Philippines. Since we've already had out petition at NVC for 15 months, we keep thinking things should happen soon.

How is the notification of the beneficiary's interview handled? Does the embassy just say show up on Friday at 10:00AM? Is there an appointment system? Do you get a choice of dates and times?

it is not a just show up

you will need to have appointment time (with document that allows the intending immigrant into US embassy)

But before that the embassy needs to send you a document to take to medical exam and list of drs (on embassy webpage ) for the exam

USC will  need to fill out the I 134 for affidavit of support and immigrant fills out the ds 160 for visa application

and USC sends to the intending immigrant ,  the USC tax returns (IRS transcripts are the best )

Check the guides above

read the portal (above) for your embassy and posts from others with embassy reviews

that will tell you specifically how your embassy handles appointments (different ways in different countries)

and PLEASE do a timeline
