I-130 Issues with NVC & Attorney

First off I hope I am posting this in the correct forum.

 

Where to begin we have 2 I-130 cases that have been at the NVC since April 2020 for my parents in law.  We paid the DS-260 fees filled out the DS-260.  Paid the affidavit of support fees.  Then we received some cryptic messages through CEAC there were 8 messages that stated "We are unable to accept these documents as uploaded. Please delete these documents and submit them under the correct document type."  But it did not say which documents they were not able to accept.  Also some confusion was created as with my wife's income she was $200 short of the 125% needed for the affidavit of support so we decided to include some of our savings as assets.  This was in May when we received these messages so we reuploaded the documents which we thought there was a problem. then in November they sent the same messages again "We are unable to accept these documents as uploaded. Please delete these documents and submit them under the correct document type."  So at this point I was at a loss of what to do so I hired an attorney to help us.  The attorney said he would reach out to the NVC to see what documents exactly we needed.  We did not hear from the attorney for several months then decided to inquire with him what was going on with the case.  He had a snarky reply stating that we had just filed our case with the USCIS and it wasn't even at the NVC yet and we needed to be patient.  I replied I think he has our case confused with another case.  Then he apologized and gave us a story about how he had a hard weekend and his car had been stolen.  So at this point he tells us to resubmit all the documents all over again since he is unable to get in touch with anyone at the NVC.  We are sending him documents but have questions about some of the documents, so every time we send him an email about the document in question there is no reply, and it isn't until we send 3 or 4 emails spaced days apart giving him time to replay then he finally replies back. This went on for several weeks with this back and forth to get the information we needed from him on which documents we needed to send.  We sent him all the docs he needed and he was supposed to be uploading them and now he is asking for more documents that we already provided earlier.  I am at a complete loss of what to do as this case has been open for more than 2 years now and has been stuck at the NVC for 16 months.  Any suggestions would be greatly appreciated.  Thanks.

Submit a public inquiry or call(long waiting time to speak to an agent).

I have done this option once before with only a canned response.  I filled out the form a 2nd time a few weeks ago waiting for a response now.

I could imagine what it feels like to lose so much time on NVC stage, here is my suggestion:

 

use this tool to find out if you are uploading a correct documents because NVC has its guidelines and your document should be issued from certain places which is specified on this link:

Also documents should be uploaded in Original language + English translation if it’s on foreign language. 
 

if you find any inconsistencies that could be the reason why NVC is rejecting your document(s) and hopefully you’ll find this info useful.
